I don't know how long its been going on, its kind of like Iowa City trying to do SXSW. A ton of different stuff and they try to hit every demographic so there's usually a few worthwhile acts.
"Mission Creek Festival is a weeklong experience that takes over the venues and spaces of downtown Iowa City creating an easily navigated nexus music, literature, and art. As with past festivals, the upcoming festival will feature a strong balance of national, international, and regional musicians, writers, and artists performing and exhibiting their work in downtown venues..."

They're still announcing stuff as it gets confirmed. I heard a rumor of Lightning Bolt playing at the Warehouse. Kim Gordon and Thurston Moore are giving a lecture and a performance and John Waters is doing his one man play This Filthy World.

There's a Facebook event for it that gets updated with acts when they're added.

James Chance and the Contortions were a possibility but I heard that seems to be less likely now, Lightning Bolt is a definite no, Pissed Jeans and Pere Ubu are in the works I'm told.
